A Tale Of Two States

For those who were agape at the American federal government's inability to deal with Katrina's victims and with Hurricane Rita bearing down on Texas, it's about time you make an effort to comprehend the nature of the federal system that prevails in the USA. American states have a lot of power vis a vis the federal government in DC. And all the states differ greatly in nature, the competence of their governance, wealth etc. These differences are illustrated most dramatically in how two neighbouring states deal with the threat and fallout of an immensely powerful hurricane. On the one hand, look at Texas's advance preparations for Rita. Texas is one organised state, and it'll be interesting to see how it fares after its buffeting at the hands of Rita. I'm predicting we'll see minimal loss of life and a speedy and organised recovery, even though Rita's looking like the most severe hurricane since 1988. Then, you have Louisiana, a state famous for terrible governance. Its response to Katrina was consummate with its reputation, and its people suffered and died accordingly. This tragedy has been in the works for years - spending on the levees under Bush actually increased - however, much of it was diverted by state politicians to pay for their pet/pork projects. It's about time the citizens of Louisiana started scrutinizing their elected officials far more closely.

Naturally, the aforementioned and culpable elected officials and assorted bureaucrats busily passed the buck to GWB when their abysmal pre- and post-Katrina efforts were exposed to the world. This is precisely what the Bush and America haters wanted to hear, and they latched onto this duplicitous piffle with a vengeance. But kids, you're pointing the finger at the wrong man, because you don't understand how the American system of government works. Louisiana's Katrina cockup was due to pathetically poor state and local government preparation and response, from a state that's infamous for its pathetically poor governance. Compare it with a far more effectively governed state, Texas, and its highly organised response to Rita. Remember, you Yankee-haters are the ones who keep banging on about how we should respect other peoples' different ways of doing things. Well, the strong federal system in the USA is America's way, so respect it. And, on the whole, it works. New Orleans is an exception to the Texan rule.

Interesting how they can afford half gallon's of whiskey, but not a bus ticket. Of course, the media won't point out that perhaps their "poor helpless" state is self imposed, or linked to their lack of personal ethics or lack of ambition, it's just "the man" keeping them down.

I did notice on the news that the Texan school buses were all being put to good use, filling the highways - in an outbound direction. Meanwhile, back in New Orleans, thousands of school and municiple buses sat parked and empty while people were sent off to sit in a stadium instead of being helped to scoot the hell out of there before Katrina arrived - their Mayor made these decisions.

In fairness though, the Texan's may have been just as silly, if they didn't have the example from N.O on what NOT to do before a hurricane. Easy lessons, but at least they are acting on them.

There was no comparison this time... Rita crossed in a lighty populated area. Don't worry, unfortunately you will probably have another chance in the future to bash Americans! Typical of someone slagging the US from afar, you have forgotten states that aren't featured in movies... what's your take on the response in Mississippi and Alabama (and their Republican state governors)?

James, you sang "Star Spangled Banner". Marcia said that was the worst version since Rosanne Barr. Mark said you had no defence for the Republican Governors. Kyle said someone should tell George WW3 that he shouldn't have said "I take responsibility"... because although it took 4 days after Katrina to send in troops even though Blanco asked for help 2 days before, James says it's not George's fault!

Sorry, what was all that drivel? Oh, it's just your attempts at humour. Now, on to the points you accidentally raised whilst vomiting your pathetic screed that's masquerading as a critique:

The feds actually offered to take over the hurricane preparation and relief effort (a state responsibility) at least 24 hours before Katrina hit. It's speculated the feds got knocked back because the state officials didn't want Washington blaming them for the abysmal state of preparation. So, they knocked back FEMA and blamed the feds for their pathetic and utterly substandard planning and execution.

Also, have you heard of the National Guard? Yes, it's a military force and it's controlled by state administrations. It wasn't mobilised by Blanco for days after the event. Blanco is widely acknowledged to be an incompetent par excellence. She bears most responsibility for the abysmal relief effort.

Bush didn't need to take as much responsibility for the Katrina cockup as he did. Trouble was, he partook in some disingenuous PR stunts that tied him to the event in the mind of the public. I think that's the major reason why GWB carried the can to such an extent - a matter of perception. The responsibility for the debacle clearly lies with Governor Blanco, and to a slightly lesser extent, NO Mayor Ray Nagin.

So stick that up your jumper.

Also, read the article again and attempt to argue your case based on what I've said, rather than merely hurling silly remarks that prove nothing.

And reveal your identity, you gutless wonder.
